JOB SUMMARY:



Works independently and with the apiary inspection program to conduct early detection surveys for invasive pests. Responds to reports of potential invasive pest infestations. Enforces plant pest and honeybee regulations. Visits apiaries, businesses, farms, forests, and residential areas to carry out field inspections, pest surveys, public outreach, and treatments. Assist in early detection and rapid response to pest infestations that may cause substantial economic damage to South Carolina. Responsibly operates and maintains department-owned equipment. Works in an assigned geographic region and other locations required. Specific program work includes Yellow-legged hornet (YLH) trapping, surveying for YLH infestations, participating in YLH eradication work, and assisting with public reports of YLH. Performs other duties as assigned.

JOB DUTIES:



60% - Essential - Inspections and Compliance:
Supports ongoing plant protection efforts designed to limit pest spread and economic impact. Conducts surveys and inspections to detect pests such as invasive insects as specified by the department or federal cooperators. Develops familiarity with target pests and secures appropriate locations to conduct surveys. Monitors traps and obtains samples. Submits appropriate survey observation data. Supports Federal and State quarantine programs and other ongoing plant protection efforts of the department.


20% - Essential - Reporting:
Submits accurate and thorough reports detailing the findings of each inspection or investigation using the appropriate Department database or application. Collects and reports timely pest survey data using data collection applications provided. Communicates survey and inspection results with managers to aid grant reporting and response to pest detections. Performs timely and proper reporting in other University systems.


10% - Essential - Education and Outreach:
Participates in educational programming and public outreach activities emphasizing regulation through education. Informs members of the regulated community and other stakeholders about plant pests and relevant services through participation in trade shows, conferences, public events, and classroom presentations. Provides technical assistance to industry. Seeks and completes training and professional development opportunities.


5% - Essential - Investigations:
Assists with investigations as an agent of the South Carolina Crop Pest Commission to determine compliance with State and Federal plant pest and honeybee regulations. Maintains proper chain of custody for all samples, records, and other evidence collected via investigations


5% - Essential - Other Duties as Assigned:
Responds to plant pest detection events throughout the state. Serves in an assigned role, often in collaboration with other units or agencies, to meet operational goals. Implements field strategies, including but not limited to trace investigations, inspections, sampling, surveys, destruction, and treatments. Develops understanding of emergency preparedness and agroterrorism prevention strategies to protect the State from threats. Assists other units within the Division of Regulatory and Public Service Programs as well as other state and federal agencies as needed. Participate and attend ICS trainings and exercises as assigned. Maintain at least minimum competency and certification levels for assigned position.

MINIMUM REQUIREMENTS:



Education: A high school diploma and experience conducting investigations or performing other law enforcement duties. A bachelor's degree may be substituted for the required work experience.

COMPENSATION INFORMATION



Expected Salary Range: ($ 47,588.00 - $ 54,000.00)


Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.


ESSENTIAL PERSONNEL LEVEL



Normal Operations


Required to follow emergency facility closure directives, and not normally expected work on-site during emergency situations.
